This popular effect distorts the active layer or selection as if it was reflected in turbulent water or torn into small strips and roughly reassembled. Now, I know how to achieve the same, but it involves too many steps. I searched on Google as well as Paint.Net forums but didn't find any helpful answer. Paint.NET is one of the best applications for editing images in Windows, and can do almost every standard task you’d do in the infinitely-more-expensive Photoshop. I am new to Paint.Net and first thing that I would like to learn is how to re-size existing Shape.
